The RCEF Mechanization Program benefits over 700,000 rice producers.
MANILA, Philippines โ The Department of Agriculture (DA) has been improving rice farmers’ working methods by offering free machinery and equipment.
According to the Philippine Center for Postharvest Development and Mechanization (PHilMech), the Rice Competitiveness Enhancement Fund’s (RCEF) Mechanization Program benefited 682,502 farmers nationally as of December 2021.
“Our goal is to lower rice farmers’ production costs so they can put money aside for savings and other farm requirements. These (pieces of) machinery, which are provided by the government for free, are intended to make farmers’ life easier, work faster, and produce more yield than manual or conventional farming methods “On Tuesday, PhilMech Director Dionision Alvindia gave a virtual press briefing.
He also stated that his office has bought 19,542 pieces of machinery, of which 16,167 have already been distributed.
“We just want to make it clear that while they are free, we encourage farmers to join groups since we emphasize farmer cooperatives and associations as program beneficiaries,” Alvindia said.
He further credited these achievements to the signing of Republic Act No. 11203, better known as the Rice Tariffication Law, into law in 2019. Its goals include ensuring food security and making the country’s agriculture sector viable, efficient, and globally competitive.
The law established the RCEF, or Rice Fund, to boost rice farmers’ competitiveness and income in the wake of the Philippine rice trade policy’s liberalization, which included the removal of quantitative restrictions on rice imports and the replacement of them with tariffs, among other things.
The RCEF has a six-year appropriation of PHP10 billion, which will be allocated and disbursed to four components, including the Mechanization Program, which will get half of the overall budget.
