The MMDA is considering a new number coding method as well as a change in working hours.

MANILA, Philippines — To help alleviate vehicular traffic in the National Capital Region, the Metropolitan Manila Development Authority (MMDA) has proposed many new traffic schemes and changes to government work hours (NCR).

The recommendations were obtained during the “Traffic Summit” held on March 17, 22, and 23 with other government agencies, other transportation sectors, and private stakeholders, according to MMDA chairperson Romando Artes during President Rodrigo Roa Duterte’s ‘Talk to the People’ on Tuesday night.

He estimated that roughly 300,000 vehicles would be sold in 2021, with 60 to 70 percent projected to reach the NCR.

Changes to the existing Unified Vehicular Volume Reduction Program (UVVRP) or the number coding method are among the proposals.

From 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m., vehicles with license plates ending in odd numbers will be restricted on Mondays and Thursdays, while those with even numbers will be barred on Tuesdays and Fridays.

Another idea is a 40% traffic reduction plan in which vehicles will be prohibited from entering NCR for two days each week, with the timetable based on the final digit of their license plate.

The MMDA currently imposes a 20% volume reduction strategy that prohibits vehicles from entering NCR one day per week.

Government offices’ work hours have been changed.

To lower the number of vehicles on the road during rush hour, Artes advocated modifying government office hours from 8 a.m. to 5 p.m. to 7 a.m. to 4 p.m.

“Ito po naman ay ikokonsulta namin sa Civil Service Commission (CSC) sa pangunguna po ni dating,” Artes remarked.

Other ideas, he said, are two versions of a four-day workweek: working 10 hours per day, four days a week; or working four eight-hour days at the office and one day at home per week.

“Ang pag-uusapan lang po dito ay kung magbabayad ng overtime in excess of eight hours due to the Labor Code,” Artes added.

Technology investments

According to him, the MMDA plans to spend more on technologies that will increase its “no contact apprehensions,” such as more closed-circuit television (CCTV) cameras on important roadways and “Mabuhay lanes.”

In addition, the MMDA is considering using body cameras for “no contact apprehensions” with its traffic cops.

“Hindi na po magti-ticket ‘yung ating mga enforcers at lahat po ng panghuhuli ay gagawin sa no-contact apprehension,” Artes added.

He claimed that the new approach will eliminate traffic enforcement corruption and traffic congestion caused by routine apprehensions.

Furthermore, he stated that investing in CCTV cameras would allow the MMDA to better police traffic offenses, particularly illegally parked automobiles.

He also advocated the development of elevated walkways and bicycle lanes to encourage people to walk and bike instead of driving.

The infrastructure required, he said, would “entail significant government expense,” but would benefit the public by providing more convenient active transportation and reducing car traffic.
