POPCOM thinks that the next administration will keep the momentum going in favor of family planning.

MANILA, Philippines — The Commission on Population and Development (POPCOM) calls on the next president to continue campaigning for family planning among Filipinos in order to maintain progress.

According to figures released by POPCOM on Thursday, by the end of President Rodrigo Duterte’s term, about 8.1 million Filipino couples, partners, and individuals were aware of family planning practices and use.

When Duterte took office in 2016, the figure was 25% higher, or 2 million more people.

“Continuity is the key to success in any endeavor.” Filipino families will continue to be empowered, as well as reap the positive outcomes of the Responsible Parenthood and Reproductive Health (RPRH) law, family planning, and POPDEV policies that uphold their wellbeing and welfare, with the right leaders hopefully elected by our countrymen,” POPCOM chief Dr. Juan Antonio Perez III said in a recorded press briefing aired on Thursday.

Perez also revealed that the country saw the widespread implementation of Republic Act 10354, or the RPRH law, from 2016 to 2022, which helped increase the overall number of people using family planning services by 30% since its passage in 2012.

According to the latest Field Health Services Information System (FHSIS), tablets are still the favored method of contraception for 3.2 million Filipino women in 2020, up 1 million from 2016.

Implants also had a considerable increase in acceptors throughout the six-year period, going from 103,000 to 474,000.

There is still work to be done.

Perez emphasized that, despite these achievements, POPCOM still has policies that need to be addressed by the public.

Apart from family planning, at the height of the health crises, significant worries about demographic vulnerability and urban migration developed.

“President Duterte has been working to reduce population density in high-density barangays around the country, and that is one method to fix this problem,” Perez said, adding that this should be continued so that families can enjoy a better quality of life.

“At the moment, two-thirds of our population receives only approximately 35% of the national economy’s dividends. We want to know how our candidates propose to decongest the National Capital Region (NCR), Central Luzon, and Calabarzon, which account for 39 percent of the country’s population while receiving 65 percent of the country’s economic benefits. This will be critical in developing regions outside of the three, especially those beyond Southern Tagalog, which are lagging behind in terms of development,” he noted. (
