The 80 new Bangsamoro Transition Authority members were chosen after a “stringent” procedure by the Office of the President (OP) (BTA).

The promise was made during Friday’s mass swearing-in of the new BTA members at Malacanang Palace’s Heroes Hall, which was presided over by President Ferdinand “Bongbong” Marcos Jr.

The OP made sure that the selection of BTA appointees was done in a “careful and objective” manner based on a number of factors, such as their service record, qualifications, and performance, their contributions to the Bangsamoro peace process, their geographic or sectoral representation, and their acceptability or credibility among other stakeholders.

In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the BTA serves as the interim government and has both executive and legislative authority.

The BTA is made up of public accountants who are also lawyers, engineers, academics, health care providers, journalists, political officials, businesspeople, members of the religious community, former elected local government officials, and administrators of the government.

To ensure equal representation, the members come from the following provinces: Maguindanao, Lanao del Sur, Lanao del Norte, Sulu, Basilan, Tawi-Tawi. They also represent the Bangsamoro communities of North Cotabato, Non-Moro Indigenous Peoples, Kalagan or Kagan communities from Davao Oriental, and Christian or settler communities from Davao and Cotabato.

According to Republic Act 11054, also known as the Bangsamoro Organic Law, the President would designate the 80-member BTA, which will include 39 members of the Philippine government and 41 members of the Moro Islamic Liberation Front (BOL).

In his statement at the oath-taking ceremony, Marcos pledged his full support for the BTA and acknowledged the “significant amount of work” the organization has ahead of it over the next three years.

Since there won’t be any more extensions beyond 2025, the BTA needs to work extra hard to create “basic, essential, and highly vital pieces of legislation,” he said.

As the president of the national government, Marcos said, “Passing such significant laws in three years is not an easy undertaking. For that reason, I will be here to support BARMM in any manner.

According to a news release from the Office of the Presidential Adviser on Peace, Reconciliation and Unity, the BTA has not yet approved important measures, including the Bangsamoro Local Government Code, Electoral Code, Revenue Code, and Indigenous People’s Code.

The first regular BARMM legislative and regional elections will now take place in May 2025 because to a statute that former president Rodrigo Duterte enacted in 2021.
