In October 2022, the Bureau of the Treasury (BTr) intends to borrow PHP200 billion from domestic creditors, matching this month’s borrowing program, which was not met.

In a memo to government securities eligible dealers (GSEDs) dated September 28, National Treasurer Rosalia de Leon stated that Treasury bills (T-bills) will be auctioned for PHP5 billion apiece for the 91-day, 182-day, and 364-day maturities.

Unless otherwise changed, T-bill auctions are planned for every Monday of the month.

The amount available for Treasury bonds (T-bonds) stays at PHP35 billion, and the tenors that will be offered are three, six, ten, and thirteen years. These bonds will be auctioned from the first to the fourth week of the following month.

Unless there are revisions, T-bond auctions take place on the second Tuesday of each month.

Investors requested high returns, which de Leon attributed to concerns that interest rates would continue to rise both locally and in the United States. As a result, the BTr has either completely rejected or partially awarded debt papers this month alone.

She is nonetheless adamant that there is still sufficient financing for the government’s numerous projects.

In light of the present market environment, the program is “tuned to satisfy NG (national government) funding requirements,” she continued.
