A legislator wants to safeguard student records from tragedies.

A bill introduced by Senator Sherwin Gatchalian would establish the National Public School Database in order to safeguard student records from both natural and man-made disasters.

The Department of Education (DepEd) is required to create, operate, and maintain a national public school database that contains learner information, including but not limited to, school grades, personal data, a good moral record, and improvement tracking, in accordance with his Senate Bill No. 478, also known as the Public School Database Act.

Gatchalian emphasized that due to flimsy storage, flood, fire, and other disasters, physical documents are readily lost and damaged.

He claimed that by creating a database, critical documents and school records are kept and made conveniently accessible to aid in operational target setting, planning, and assessment.

According to the measure, school officials must have access to student records and other learner-specific data in the National Public School Database, including test results, grade levels, attendance statistics, and immunization information.

In a news release on Wednesday, he stated that the purpose of the move was to “assist with the collection of biographical data for all learners, handling admissions and discharges, and the transfer of learners to other schools.”

Additionally, Gatchalian suggests creating a database information program to instruct educators in the creation and upkeep of the data in the National Public School Database.

Gatchalian wrote in the bill’s explanatory note, “The National Public School Database will serve as a tool to supply school administrators and instructors with timely, pertinent, and correct information that will enable them to carry out their administrative responsibilities more successfully.”

The National Public School Database’s data must be secure and secret, according to the DepEd’s mandate.

The bill stipulates that the Data Privacy Act of 2012’s or Republic Act No. 10173’s rules must be followed for both database access and data processing.
