Gatchalian requests additional funding for SPED

In order to improve facilities for kids with learning disabilities, Senator Sherwin Gatchalian requested his colleagues on Wednesday to enhance the Department of Education’s (DepEd) capital budget from PHP96 million to PHP160 million.

The budget increase, according to Gatchalian, the head of the Senate Committee on Basic Education, will turn each of the 16 Special Education (SPED) centers across the country into an Inclusive Learning Resource Center (ILRC).

Each center would need to raise a minimum of between PHP8 million and PHP10 million to complete the changeover.

The senator said during the floor discussion of the proposed DepEd 2023 budget, “This representative truly suggests that we increase the budget of capital expenditure from PHP96 million to PHP160 million simply to convert SPED centers in all regions, and we will have one model ILRC each area.”

He declared that he would present the Senate Committee on Finance with his ideas for potential funding sources.

In order to comply with Republic Act No. 11650, also known as the “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act,” which Gatchalian sponsored during the 18th Congress, the Senate was urged to ensure that funds for SPED were maintained.

According to the law, DepEd and local governments must work together to establish and maintain an ILRC in each city and municipality.

The provision of competent sign language interpreters, occupational therapy, physical and physiotherapy, as well as other related services, aids, and activities that help the learning process are all expected of ILRCs in order to provide free support services to learners with disabilities.

Due to the fact that students with disabilities were some of the most severely affected by the Covid-19 outbreak, Gatchalian has emphasized the necessity of providing support for them.

According to DepEd data, there were 126,598 students with disabilities enrolled in DepEd schools as of March 14, 2022, which is a 65 percent decrease from the 360,879 students reported for SY 2019-2020.
