Senator Imee Marcos is recommending that the filing dates for rape and other acts of violence against women and children be extended (VAWC).

For various degrees of VAWC offenses, such as stalking, peeping, entering a woman’s home against her will, destroying her property, verbal and emotional abuse, and publicly jeering at a woman or child, the prescribed time ranges from 10 to 20 years.

“Give victims more time to come forward publicly. It is impossible to overestimate the psychological suffering and social stigma associated with reporting VAWC violations “In a statement on Monday, Marcos added.

If the perpetrator is the victim’s father, stepparent, ascendant, guardian, or a relative within the fourth degree of consanguinity or affinity, she said, they should be held liable “for the rest of their lives.”

In her Senate Bill (SB) No. 1535, Marcos seeks to change both Article 90 of the Revised Penal Code and Section 24 of Republic Act 9262, also known as the Anti-Violence Against Women and Their Children Act of 2004.

Inequities in power—economic, social, and financial—persist despite the nation’s unrelenting attempts to create effective legislation, Marcos stated.

If approved, the measure will make the time limit to sue major VAWC offenders “imprescriptible” when people in positions of power, influence, or moral ascendancy engage in sexual activity that does not constitute rape, attempt to commit rape, cause or attempt to cause physical harm to a woman or child, deprive a mother of custody of her child or of ample financial support, or threaten to do so.

The Philippines has extended the global campaign to stop violence against women until Dec. 12, which was originally scheduled to expire on Dec. 10.

The initiative commemorates the momentous 2000 signing of the Protocol to Prevent, Suppress, and Punish Human Trafficking.

Despite being one of the top nations in Asia that offers equal opportunity for men and women, the Philippines’ VAWC is one of the gender-related concerns that must be addressed, according to the Philippine Commission on Women.

According to recent data from the Philippine National Police, there were at least 8,000 violations of the Anti-VAWC Act among the over 12,000 cases of VAW that were reported in 2021.

There have been 5,339 VAW cases in the first half of 2022.

In the 2021 Global Gender Gap Report from the World Economic Forum (WEF), the Philippines came in at number 17 out of 156 nations.

According to the WEF report, the Philippines has achieved great strides toward eliminating gender disparities in economic opportunity, health, and survival.

According to the WEF research, Filipino women dominate males in senior and leadership positions in both technical and professional domains. Both men and women have high literacy rates of 98 percent, and more women than men enroll in secondary and university education.
