The agricultural information system (AIS), which Senator Sherwin Gatchalian is promoting, will act as a database to prevent price manipulation of food prices, as in the case of onions, which have recently experienced record levels.

Gatchalian stated that the AIS will gather all data, which may prevent any fictitious shortages that hoarders might try to exploit for financial gain.

He stated that the Agriculture Information System Act, or Senate Bill 1374, aims to create an AIS, which will act as an online computer database where data on the demand for particular agricultural and fisheries commodities is gathered and uploaded concurrently with the production data from farmers in every barangay.

According to data from the Philippine Statistics Authority, the Department of Agriculture (DA) has not been able to accurately predict the supply and demand for sibuyas (PSA). In order to prevent food spoilage, he noted, people will purchase their goods in places where there is a sufficient supply and transport them to Kadiwa centers.

Gatchalian says that the establishment of AIS would also stop the unwarranted importation of agricultural items that would adversely affect the competitiveness of regional producers.

He claimed that the policy will assure adequate food supply in shopping malls in addition to increasing agricultural output.
