Parents advise filing the minor’s travel documents one month prior to the trip.

On Friday, the Central Visayas office of the Department of Social Welfare and Development (DWSD) urged parents and guardians to obtain travel authorization for kids traveling overseas at least one month in advance.

Shalaine Marie Lucero, director of DSWD 7 (Central Visayas), made the decision following a number of instances in which parents and guardians submit requests for travel permission beyond the deadline, which is typically a day or two before the actual day of travel.

According to Lucero, it is still preferable to obtain permission much in advance of the planned travel in order to minimize annoyance when the agency wants additional paperwork requirements.

If all supporting paperwork is complete and in order, along with the social worker’s evaluation, the travel clearance is authorized and issued within 24 hours. To prevent hassles, we advise parents or guardians to file their application in advance rather than the day before the child’s trip, according to Lucero.

A travel clearance is a document given by the DSWD to an unaccompanied Filipino youngster traveling abroad or to an unaccompanied illegitimate child traveling with their father.

A travel clearance must be issued in accordance with the Philippine Passport Act of 1996 and the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

She claimed that, in certain cases, the DSWD issuing officer would demand applicants to provide additional requirements, particularly for children moving to another country who need a petition for a VISA approved.

According to her, a sponsoring organization must certify a child before they can participate in events like conferences, study tours, contests, student exchange programs, summer camps, pilgrimages, World Youth Day, and other such events.

The manning agency must certify the parent’s job and provide a photocopy of the seaman’s book to kids whose parents are seafarers, she said.

For an abandoned child whose parents are married and who has one or both of their parents reported missing, the applicant must submit a social case study report completed by a licensed social worker from the local government unit, a barangay certification from the locality or the last known address of the alleged missing, a blotter report from the local police, and returned registered mail to the last known address of the alleged missing parents or known relatives.

After paying PHP300 per minor with a one-year validity period and PHP600 for a two-year validity period, each travel authorization can be obtained.
