Pushing for a tax benefit for parents of special needs children

Representative Howard Guintu of the Pinuno Party list has introduced a bill that would grant taxpayers with special needs children or teens (CYSNs) the right to a specific amount of tax deduction.

Guintu’s House Bill 6960, which was submitted on January 30, aims to give eligible taxpayers a PHP50,000 tax deduction for any of the following: private school tuition fees, therapy, diagnostic medical evaluations, tutoring services, travel costs to school or medical facility, and specialized educational materials.

While we applaud the national government’s initiative to recognize the educational inclusivity needs of children with special needs with the signing into law of Republic Act RA 11650, or the “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act,” we believe that their parents and guardians should also be empowered and given assistance as they support their children in their educational endeavors.

To be eligible for the deduction, the parent or guardian must contribute more than half of the child’s overall financial support.

It is crucial to remember that parents and legal guardians of children with special needs go above and above to make sure that their kids may lead happy, fruitful lives, Guintu added. The national government should be able to help the parents and legal guardians in some ways so that the children can grow.

According to HB 6960, “persons under the age of 18 who are mentally talented, or those who are disabled, impaired, and handicapped, and in need of special education and services for rehabilitation,” are considered children with special needs (CSNs).

Children with autism, vision or hearing impairment, orthopedic or physical handicaps, speech defects, mental retardation, intellectual or learning disabilities, autism, behavioral issues, or traumatic brain injury are among the list of CSNs.

Youth with special needs (CSNs) refers to people between the ages of 18 and 30 who share the same traits as CSNs, with the exception of those who are mentally gifted. Any person, regardless of age, who suffers from mental retardation, autism, or another type of chronic intellectual disability is a YSN.

The proposed law also includes qualifying children and youth with special needs, who are characterized as reliant on the taxpayer in the main and who are either legitimate, illegitimate, or lawfully adopted CYSN. This includes CSYN who are given the legal custody of a close relative or member of their family.

According to Guintu, CYSNs have different cerebral, sensory, neuromuscular, physical, and social features from typical kids. As a result, they need special education programs or adapted teaching methods in order to develop to their full potential.

“Children with special needs have a variety of requirements, such as equipment, accommodations for a disability, frequent hospital visits, and medical tests. These kids require specific care for their educational needs in addition to their medical and therapeutic requirements. The federal government ought to be able to help parents or other legal guardians improve the lives of their kids, he said.
