Villanueva requests the commission to address the skills gap.

On Wednesday, one of the six members of the Second Congressional Commission on Education (EDCOM 2) renewed his request to address problems with Technical-Vocational Education and Training (TVET) that are related to the mismatch between jobs and skills.

Over two-thirds of TVET graduates still encounter training-job mismatch, or employment in jobs that are dissimilar to the expected occupation of the training program, according to Senate Majority Leader Joel Villanueva, who serves as co-chair of the Committee on TVET and Lifelong Learning.

Villanueva stated in a statement that efforts should be focused on establishing links between TVET and industry and connecting TVET outputs with employers’ demands.

Dr. Christina Epetia, Research Fellow at the Philippine Institute for Development Studies (PIDS), reported a sharp decline in TVET graduates and assessments as a result of the Covid-19 (coronavirus disease 2019) pandemic during the EDCOM 2 first Standing Committee meeting.

The research by Epetia also emphasized how little enterprise-based training was promoted and how more college students and recent graduates were enrolling in TVET programs to get employable skills and safeguard themselves against changes in the labor market.

The meeting was interrupted by Villanueva, who stated, “Palagi nating sinasabi na hindi trabaho ang kulang, ang kulang ay mga graduates na swak sa trabaho (We always said that the problem is the lack of graduates who are suitable for the jobs)”.

Senator Sherwin Gatchalian, who serves as co-chair of EDCOM 2, and members of the Advisory Council Mr. Alfredo Ayala and Ms. Irene Isaac were also present during the Standing Committee meeting. Fr. Jun Inocencio, President of Unified TVET of the Philippines, Mr. Edicio de la Torre, President of the Philippine Rural Reconstruction Movement, Mr. Charles Kenneth Co, President of the Cebu Chamber of Commerce and Industry, Mr. John Thomas Franco, President of the Mindanao Technical Vocational Association (minTVET), Dr. Christopher Monterola, Professor at the Asian Institute of Management, and Mr. Lito Tayag, a former member of the Standing Committee (Philippines).
