
Lawmaker calls on government entities to use infrastructure budgets wisely.
In order to avoid underspending and a lack of absorptive capacity, the chairman of the House Committee on Appropriations advised government agencies with financing for infrastructure projects under the 2023 federal budget to obligate and spend much money this year.
Rep. Elizaldy Co of the AKO BICOL Party list said in a statement that these government organizations should spend their budgets in conformity with the rules and laws governing government procurement.
Also, he recommended organizations stay clear of the October 2018 Barangay and Sangguniang Kabataan (SK) Elections expenditure ban as well as the rainy season from July to September.
The government agencies have the months of April, May, and June, as well as the months of November and December for infrastructure and another significant spending, according to Co.
Including the 334,000 construction workers who were “jobless in January 2023 because they were not hired during the 2022 year-end seasonal decline in government spending,” Co highlighted that this year’s PHP5.268 trillion national budget can create jobs for the unemployed.
According to him, the country’s economy had 4.09 million more people working in it in January 2023, the first month the 2023 General Appropriations Act went into effect.
“As a result, 4.09 million either found work or found work. As January of last year rolled around, they were no longer unemployed “explained he. “These employment statistics demonstrate how the economy is rebounding from the pandemic, and I attribute some of that to the national budget for 2022. He said that several members raised billions of dollars worth of projects and programs that were delayed and not implemented because of underspending during the budget discussions in the House of Representatives last year.
“This year, there ought to be significantly fewer delays and non-implementations. But when the 2024 budget hearings begin in August of next year, we anticipate accomplishment reports rather than regrets and excuses “said Co.
President Ferdinand R. Marcos Jr. has authorized 194 high-impact infrastructure flagship projects (IFPs) totaling PHP9 trillion, according to a previous announcement from the National Economic and Development Authority (NEDA).
These initiatives, according to NEDA Secretary Arsenio Balisacan, will highlight the administration’s “Build Better More” infrastructure program, one of the objectives of the 8-Point Socioeconomic Plan.
According to Baliscan, of the 194 projects, 123 were started during the Marcos era, and the remaining 71 were started under the previous president Rodrigo R. Duterte.
He pointed out that the majority of these infrastructure flagship projects involve water resources, such as projects for irrigation, water supply, and flood control, as well as physical connectivity.
The list also covers infrastructure projects related to agriculture, power and energy, health, and digital connection.
