CCC requests that the global climate action promise be fulfilled immediately.
At the 18th Meeting of the Warsaw International Mechanism Executive Committee (WIM EXCOM-18), which will be held in Manila, the Climate Change Commission (CCC) has called for the urgent delivery of the global commitment to climate action, particularly the funding for climate-related loss and damage.
The World Investment Mechanism (WIM) EXCOM met on February 28 to discuss the landmark decision on funding arrangements for loss and damage, the enabling mechanisms to fully operationalize the Santiago Network and the EXCOM’s second five-year rolling work plan. COP-27 was the 27th Meeting of the Conference of Parties (COP-27) to the United Nations Framework Convention on Climate Change (UNFCCC).
Robert Borje, executive director of the CCC and vice chair, acknowledged the WIM’s efforts in accordance with the COP and UNFCCC mandates, and he urged the observers and EXCOM to continue moving the loss and damage agenda along quickly.

The Philippines actively participated in the meeting, and the WIM EXCOM appreciated the observers’ attendance.
The work of the WIM with other UNFCCC constituted bodies and operating entities of the financial mechanisms, the work plan of the EXCOM, the comprehensive risk management approaches, and the facilitation and cooperation on action and support for developing countries were among the observations made by the Philippines.
The CCC specifically emphasized the necessity for the best research and technology to lead the effort on preventing, curtailing, and dealing with loss and damage.
We can accelerate our transformation toward becoming nations that are climate-smart and climate-resilient by using the greatest governance, research, and technology now available, Borje said.
The CCC stressed the need of using cutting-edge approaches for thorough risk assessments since they will guarantee that any climate-related actions are supported by science and evidence and are appropriate for the situation.
In this circumstance, comprehensive and immediate operationalization of the Santiago Network for Loss and Damage is required.
In addition to industrialized countries’ promises to action and support, Santiago Network strives to catalyze the provision of technical help, knowledge, and resources for developing countries.
The WIM EXCOM was co-hosted by the Philippines and the UNFCCC Secretariat through the DENR.
The members of the WIM EXCOM were greeted by DENR Secretary Ma. Antonia Yulo-Loyzaga.
Loyzaga stated, “We applaud the UNFCCC Secretariat for conducting the WIM EXCOM-18 in the Philippines, the first Executive Meeting outside of Bonn (Germany), and the first gathering to debate the COP27 breakthrough decision relating to finance arrangements responding to loss and damage.
The Philippines has participated strongly in the global debate on loss and damage.
The Philippines, along with the Group of 77 and China, advocated for a specific place to debate payment arrangements for loss and damage during informal discussions, talks, Pre-COP events, and the COP27 itself. This resulted in the COP27 breakthrough accord.
In the run-up to COP28, the CCC is collaborating with the Department of Foreign Affairs, DENR, Department of Energy, Department of Agriculture, Department of Finance, National Economic Development Authority, and other pertinent government agencies and stakeholders on the formulation and updating of national positions on critical issues, including loss and damage.
Dubai, United Arab Emirates, will host the COP28 from November 30 to December 12.
