Dela Rosa enters the Senate plenary with the proposed ROTC Act.

The Reserve Officers’ Training Corps (ROTC) Act, Senate Bill 2034, was introduced by Senator Ronald dela Rosa, chair of the Senate Subcommittee on ROTC, and passed by the Senate on Wednesday.

Dela Rosa emphasized the necessity of protecting the youth’s physical, moral, spiritual, intellectual, and social well-being as well as their significant contribution to nation-building in his speech at the sponsoring event.

Additionally, he remarked, “The State shall inculcate in the youth nationalism and patriotism and promote their participation in public and civic affairs.”

Dela Rosa emphasized the need of educating the next generation so they can contribute to the development of the country.

He noted that no less than the Constitution states that “the Government may call upon the people to defend the State and, in fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal military or civil service,” adding that “part of nation building is defending it.”

So sure, he continued, “ensuring that our children are adequately trained to heed the call to defend the nation when the necessity arises, is a critical component of mandating ROTC for them.

Dela Rosa asserted that the reinstatement of ROTC would help prepare the youth for crisis response and foster empathy in them.

According to the law, higher education and technical-vocational students will be required to complete basic military and police training in order to organize, motivate, and use them for law enforcement, civil-military operations, and national defense readiness.

It also aims to strengthen their ethical and spiritual values, cultivate personal discipline and leadership, and raise their awareness of the ethics of service, patriotism and nationalism, respect for human rights, and the significance of national heroes in the history of the nation.

Dela Rosa claimed that doing so would help students better understand the need for civic engagement, volunteerism, and real service to others as they become involved in and volunteer for the advancement of law enforcement, human and civil rights awareness, and ecology.

He claimed that it would give the students knowledge and abilities that are useful, practical, and ideal for surviving as well as extend service in emergency and disaster situations, including disaster response operations, search and rescue techniques, and early recovery activities.

at order to prevent misuse, violence, or corruption at any educational institution adopting the mandatory ROTC program, he further pledged the establishment of a National Grievance Committee and Grievance Boards in each ROTC unit.

In response to calls to drop the idea following the death of hazing victim Matthew Salilig, Dela Rosa recently defended it, calling the calls a “desperate move from anti-ROTC leftist groups.”

He had stated that he hoped to make his sponsor speech on the proposed ROTC bill before the Senate adjourned its regular session on March 25 and that the proposal might be ratified before the end of the year.
