NDRRMC praises international help for the Mindoro oil spill

The countries that provided assistance to the Philippines in controlling the oil spill off the coast of Oriental Mindoro have been thanked by the National Disaster Risk Reduction and Management Council (NDRRMC).

“We appreciate all the assistance from the other nations in dealing with this catastrophe. Undersecretary Ariel Nepomuceno, executive director of the NDRRMC and administrator of the Office of Civil Defense, said in a statement over the weekend, “We hope that in addition to this international assistance, the integrated response between government agencies and the local government units will enable us to accelerate the effort to contain the leakage and mitigate the effects of the oil spill.

Japan, France, the United Kingdom, the United States, and South Korea are among the nations that helped minimize the oil spill after the M/T Princess Empress sank on February 28 by supplying supplies and technical support.

Representatives from the Korean Coast Guard paid a visit to the unified incident command post at the Capitol Building in Calapan City on March 31 to support the management of the oil spill. They spoke with the incident commander and Commodore Geronimo Tuvilla of the Philippine Coast Guard (PCG) about ways to enhance response operations.

He added that on March 28 the US-owned anchor handling vessel Pacific Valkyrie landed in Subic Bay, Zambales.

The US ship will support efforts to control an oil spill by transporting a remotely operated vehicle (ROV) that will conduct a video and sonar survey of the capsized M/T Princess Empress.

The survey, he continued, “will offer more situational data on the shipwreck, which will serve as the basis for identifying appropriate responses to the tragedy.”

The PCG and the crew of the Shin Nichi Maru, a Japanese dynamic positioning vessel (DPV), are stepping up the continuing oil spill response activities in Oriental Mindoro by employing the bagging method with the ROV or underwater robot to seal off the leaks from the sunken M/T Princess Empress.

The United Kingdom government sent specialized bags to be utilized in the bagging operations, which is the next operational stage of PCG’s oil spill management operations.

The PCG outlined its priorities for the next phase of activities before the NDRRMC Full Council Meeting last week, which included engaging maritime salvor to perform bagging, sealing, and patching of any identified leaks as well as hot tapping and siphoning of the shipwreck’s petroleum cargo.

The Coast Guard had dispatched a total of 47 troops as of March 31 to carry out coastal assessment cleanup, while seven of its members were engaged in offshore response activities.

Around 16 Coast Guard Marine Science technicians, 20 members of local government, 58 members of the Department of Environment and Natural Resources, and three volunteers from the Department of Health were also sent to support coastal response activities.

Also, 220 local volunteers and 12 representatives from Harbor Star Shipping Services Incorporated, along with around 167 contracted labor, participated in the shoreline response operations.
