
Alleged disclosure of private law enforcement information is being investigated by DICT and NPC.
The National Privacy Commission (NPC) and the Department of Communications and Information Technology (DICT) have started their investigations into the allegedly compromised data from the Philippine National Police (PNP), the National Bureau of Investigation (NBI), and other agencies.
In a statement released on Thursday, the DICT claimed that between March 3 and March 23, the PNP and the NBI had already received an incident report on the suspected breach from the Philippine National Computer Emergency Response Team (NCERT).
According to the NCERT, “The NCERT started its investigation on the alleged breach after receiving links to an Azure blob storage last 22 February 2023 that contained sample photos of IDs, including PNP and NBI clearances.”
The source, according to the report, did not specify what data were breached or where their data originated.
“The information sent by the security researcher is identical to what was reported by Mr. Jeremiah Fowler and which has since been credited by recent news reports,” it stated.
It stated that the event is a “grave concern that threatened the confidentiality, integrity, and privacy of user data” and reassured the public that an investigation is under progress.
“The [DICT] would also like to remind all government agencies to increase its cybersecurity measures and to coordinate with the DICT for further capacity building in this area,” the statement continued.
In contrast, the NPC met with members of the PNP, the NBI, as well as other relevant organizations like the Civil Service Commission (CSC) and the Bureau of Internal Revenue (BIR) on Thursday to discuss the investigation.
“In light of the alleged records leak and breach, the NPC has taken swift action and called the PNP, requiring them to provide additional information and explanation regarding the incident,” the statement read.
It emphasized the need for government entities and other processors of personal data to safeguard the information they gather.
As your data privacy authority, the NPC assured the public that it was fully dedicated to safeguarding personal data and promised to investigate the alleged incident thoroughly.
Prior to this, cybersecurity company vpnMentor said that the PNP was the target of a significant hack that disclosed over 1.2 million highly sensitive documents from government departments.
According to the report, the exposed data largely came from police applicants or PNP employees, NBI clearances, and PNP, NBI, BIR, CSC, and other government information.
