DOE says EO 21 will expedite offshore wind development.
The Department of Energy (DOE) on Sunday applauded President Ferdinand R. Marcos Jr.’s Executive Order (EO) No. 21, which will speed up the implementation of offshore wind (OSW) projects by requiring a policy and administrative framework for the best use of OSW resources.
The Energy Virtual One-Stop Shop (EVOSS) System will be completely implemented to encompass all pertinent government offices and bureaus, according to DOE, and will standardize and streamline the permitting and leasing fees for OSW projects using a whole-of-government approach.
According to EO No. 21 from April 19, “all permitting agencies shall submit to the DOE within 60 days from the effectivity of this Order, a complete list of appropriate permits required by relevant permitting agencies, including all requirements, fees, and procedures for the issuance thereof.”
In the following step, the DOE must “review the submission and take appropriate action on whether they shall: a) initiate the full integration of the applicable permit into the EVOSS platform, provided that all requirements have been submitted; or; b) require the permitting agency to remediate or supplement a deficient or incomplete submission.”
“With increased investor interest in energy projects, particularly renewable energy, it is essential to create a clear framework that would hasten OSW development and hasten permit approvals. In a news release, Energy Secretary Raphael Lotilla stated, “We will collaborate with the relevant government agencies, local government entities, and the transmission concessionaire to implement the President’s instruction.
The Philippines’ prospective OSW resources, estimated at 178 gigawatts (GW), are displayed in the Offshore Wind Roadmap for the Philippines, which was released last year.
The DOE has so far granted 63 OSW Contracts with a total potential capacity of 49.928 GW, which is sufficient to meet all of the nation’s anticipated future power needs.
The EO is anticipated to hasten the development of the nation’s OSW resources and will help the country reach its aspirational goals of a 35 percent and 50 percent contribution of renewable energy to the mix of energy generation by 2030 and 2040, respectively.
