Senate blocks renewal of the tax amnesty and two other important bills

Four days before the First Regular Session of the 19th Congress adjourns sine die, the Senate approved the extension of the estate tax amnesty and two other key issues on Monday in the final reading.

Senate Bill (SB) 2219, the second extension after 2021 to 2023, extends the eligibility term for the estate tax amnesty by two years, or until June 14, 2025.

Some individuals still have not been able to take advantage of the amnesty despite the first extension due to the pandemic’s difficulties. A press release from Senate President Miguel Zubiri states, “We passed this second extension for them.

In addition to the extension, the Senate plan tackles difficulties with paying taxes by laying out a clear list of what must be provided to the Bureau of Internal Revenue, making it simpler to file tax returns, and allowing for an installment payment option.

SB 2219 permits the submission of estate tax amnesty returns electronically or manually, according to the taxpayer’s preference, as well as the payment of taxes at any bank, revenue district office, or authorized tax software provider that is an authorized agent.

Additionally, the bill permits installment payments within two years of the statutory due date, free of civil penalties and interest.

An Interagency Council will be established under SB 2035, also known as the Trabaho Para sa Bayan (Jobs for the Nation) Act, to develop action plans for assisting micro, small, and medium-sized businesses, worker upskilling, employer incentives, youth employment, and the reintegration of overseas Filipino workers.

The employment masterplan must include a development timetable of 3, 6, and 10 years.

Employment shouldn’t only be a side effect of economic growth. According to Senate Majority Leader Joel Villanueva, creating more decent and long-term jobs should be the goal of economic growth to make it inclusive and a reality for everyone.

Specialty hospitals

Last but not least, the Senate approved SB 2212, the Regional Speciality Centres Act, which will decentralize the services of specialty hospitals like the National Kidney and Transplant Institute, Philippine Children’s Medical Centre, Philippine Heart Centre, Lung Centre of the Philippines, and others that are all located in Manila.

“I promised the voters this during the election last year, and it is now just one more step away from becoming law. This measure gives our public health system a much-needed boost. To use a medical term, it is a significant resource transfusion to government hospitals in the rural areas, which are closer to the sick who require inexpensive care, said Zubiri.

Last year, President Ferdinand R. Marcos Jr. emphasized the importance of improving access to medical services outside of Metro Manila during his first State of the Nation Address.

Villanueva stated that they are prepared to take on and pass further important laws that will benefit the general people.

Villanueva added, “We applaud our fellow senators for working relentlessly to see through the approval of these vital measures, from authoring the bills and resolutions to participating in committee hearings and arguing in plenary. We owe it to the public to ensure that the laws we approve in the Senate have passed the strictest testing to guarantee that they will affect the people.

Other actions

The Shared Services Facilities Act, SB 2021, the Act Rationalising the Disability Pension of Veterans, SB 1480, which will increase the pension of veterans and their families from PHP1,000 to PHP1,700 to PHP4,500 to PHP10,000, and SB 1964, also known as the Kabalikat sa Pagtuturo Act, which will raise the annual supplies allowance of educators to PHP7,500 per teacher for the benefit of micro, small, and medium-sized businesses, were all passed by the Senate last week on third.
