
A bill offering tax breaks for adopting stray animals
As he pleaded with pet owners on Wednesday, Senator Mark Villar presented a bill to strengthen the adoption of stray and detained animals.
Animal homelessness has reached a crisis stage in the Philippines, according to a statement made by PETA, which Villar cited in his Senate Bill No. 2257, or An Act Strengthening the Adoption of Stray and Impounded Animals, submitted on May 29.
More than 9 million people worldwide are members of PETA, an American nonprofit organization dedicated to animal rights. PETA is headquartered in Norfolk, Virginia.
“Hundreds of dogs and cats are put to death monthly in municipal pounds while thousands fight to survive on the streets. According to Villar’s explanation, local pounds are frequently put to death strays and rescues that are not claimed or adopted due to a shortage of room and resources.
He referenced information from the Quezon City City Veterinary Department, which showed that the city’s pound captures 200 stray animals on average every week, or around 9,600 homeless animals annually.
The adoption rate for pets is, however, less than 1%. Most of the time, impounded animals had to be put to death by Department of Agriculture Administrative Order No. 09, series of 2011.
According to Villar, the legislation aims to promote the adoption of stray and impounded animals by offering any individual or corporation who adopts them in compliance with this Act the necessary tax incentive benefits.
The proposed policy aims to minimize the killing of strays and animals that have been seized.
