Teodoro Herbosa, the recently nominated secretary of health, officially took over his position on Monday.

Department of Health (DOH) Undersecretary Ma. Rosario Vergeire gave Herbosa the organization’s flag during the flag-raising ceremony on Monday.

The DOH celebrated its 125th birthday on the same day as the transition rites.

Herbosa committed to carrying on Vergeire’s reforms and practicing good governance in his speech.

He also emphasized his eight-point action plan to fully implement the Universal Health Care Act, which includes good health for all Filipinos, safe, caring, and timely healthcare services, as well as preparedness for emergencies, disease prevention, emotional and mental health, worker rights and welfare, and pandemic protection.

Herbosa claimed that the DOH’s strategy was “very regulatory,” he intended to carry out the eight-point action agenda in a “humanistic” manner with the general population’s welfare placed first.

“I know they desire regulation to encourage ethical leadership and deter corruption. However, I believe it’s important to remember that wellness has a human element, he added. And our delivery and governing practices should be makatao (humane), or humanistic.

Herbosa added that his administration would pursue higher remuneration for healthcare professionals.

“Better recognition and a clear upward career mobility pathway of local government and health staff towards the DOH,” he continued.

Vergeire, in the meantime, has asked to be moved to a position in the division that manages strategic operations.

“Not to head undersecretaries but to become the strategic office for [operations] to lang ma mapalakas natin ang ops ng DOH at ma makita natin ano pa ang kakulangan sa ground,” she continued.

The public is aware that “they have done their best to push the objectives of the DOH and the current administration,” she said when asked to give a self-evaluation of her leadership.
