CHED promises to continue changes following the highest COA grade.

After receiving the highest audit grade possible from the Commission on Audit (COA) on Monday, the Commission on Higher Education (CHED) committed to continue with reforms.

“We’ll keep implementing reforms to build on the successes highlighted by the unqualified COA opinion. This entails raising our payout rate and switching to cash-based budgeting, according to a statement from CHED Chair Prospero de Vera III.

De Vera claimed that this year, comparable procedures were implemented that led to the COA’s unqualified opinion.

Additionally, he promised to use audit findings to “closely monitor and improve” the systems in the regional CHED offices.

The CHED’s fiscal year 2022 financial statement was received with an audit rating.

According to De Vera, this is genuinely historical and the result of the numerous fiscal accountability changes that started when he took over as CHED Chairman in 2018.

He listed several tactics that, together with better account reporting and documentation from higher education institutions (HEIs), have helped the commission address long-standing issues.

He added that this included asking HEIs that receive CHED money to liquidate their unliquidated funds before they could even apply for project awards.

With its execution, the government fund has received a return of more than PHP2.864 billion.

Certain state institutions and colleges were also mandated to repay any unused funds under the Disbursement Acceleration Programme and that CHED programs and projects use stricter procurement procedures.
