
Solon Advocates Regional Empowerment for Building a Disaster-Resilient PH 
As National Disaster Resilience Month is celebrated in the country, a lawmaker highlighted the significance of empowering regions and local governments in disaster reduction and recovery efforts. Davao del Norte Rep. Pantaleon Alvarez emphasized the need to provide them with essential information, resources, and decision-making capabilities.
Alvarez stressed that strengthening the resilience-building initiatives at the local and regional levels would enable prompt disaster response to natural hazards.
“We should expand the capacity of local governments to take measures in addressing the effects of calamities within their jurisdiction. Let’s help them stand on their feet when times get rough. We should not abandon them when problems arise. That’s wrong,” Alvarez expressed.
He pointed out that transitioning to federalism would empower regions and local governments by granting them the authority to effectively address local concerns.
The legislator underscored the importance of enhancing disaster awareness and reinforcing risk management to promote a resilient Philippines, considering it is one of the world’s most disaster-prone countries.
“The aim is to unite agencies and people in facing and taking action against calamities in the country. It is crucial to understand its importance to be prepared and respond appropriately to disasters,” Alvarez remarked.
He emphasized that the observance of National Disaster Resilience Month 2023 ensures the preparedness and effective response of national and local governments as they recover from the devastating impacts of hazards and disasters.
The Philippines commenced its National Disaster Resilience Month observance in July, featuring month-long activities with the theme “BIDAng Pilipino: Building a Stronger Filipino Well-Being towards Disaster Resilience.”
The National Disaster Risk Reduction and Management Council (NDRRMC) and the Office of Civil Defense (OCD) spearhead the observance, which commenced with a simultaneous “Run For Resilience” in all regions on July 1.
