DOST and PEZA Collaborate to Create Knowledge-Based Ecozones 🏢

🔬 MANILA – In a significant move towards promoting research and development (R&D) infrastructure and innovation, Department of Science and Technology (DOST) Secretary Renato Solidum Jr. and Philippine Economic Zone Authority (PEZA) Director General Tereso Panga signed a joint memorandum circular (JMC) on Thursday, establishing guidelines for the registration of Knowledge, Innovation, Science, and Technology (KIST) parks in the Philippines.

The JMC aims to expedite and expand the establishment of KIST economic zones strategically located within higher education institutions nationwide.

“KIST parks will play a significant role in increasing R&D infrastructure, fostering collaboration in R&D with foreign partners, facilitating technology transfer, and upskilling our workforce towards innovation,” Panga stated during the signing ceremony in Taguig City.

These KIST parks are expected to produce new patents, inventions, and activities, including robotics and automation customization, which can be sold or exported to companies for product innovation.

Investments in KIST parks receive the highest incentives under the Strategic Investment Priorities Plan (SIPP), which categorizes them as Tier 3 activities.

The Batangas State University has been proclaimed the country’s first KIST park.

Panga revealed that three more universities have become KIST parks, namely De La Salle University-Biñan in Laguna province, University of Perpetual Help in Cavite province, and Lyceum of the Philippines University-Laguna.

DOST Secretary Solidum emphasized that KIST parks would also help commercialize Filipino inventions.

“The establishment of these KIST parks will be integral to the creation of growth for startups, spinoffs, and S&T-based firms, complementing the efforts on technology business, incubation, and acceleration—and this is where science and technology and business work together,” added the DOST chief.
