The dates for the gradual implementation of the Alert Levels System (ALS) across the country have been set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

President Rodrigo Duterte approved the nationwide implementation of ALS to restrict the spread of the coronavirus disease 2019 through Executive Order (EO) 151, which was signed on Thursday (Covid-19).

Presidential Spokesperson Harry Roque said in a press statement that the statewide alert levels’ Phases 2, 3, and 4 will be implemented on November 12, 17, and 22, respectively.

“In accordance with the implementation phases specified under Executive Order No. 151 (series of 2021), the IATF authorized the recommendation on the expanded implementation of the alert levels to other locations,” said Roque, who also serves as the IATF-EID spokeswoman.

Phase 1 of EO 151 covers Metro Manila, Central Luzon, Calabarzon, Western Visayas, Central Visayas, Northern Mindanao, and Davao.

Phase 2 includes the Ilocos Region, Eastern Visayas, and Soccsksargen, while Phase 3 includes the Cagayan Valley, Bicol Region, and the Zamboanga Peninsula.

In Muslim Mindanao, Phase 4 includes the Cordillera region, Caraga, and the Bangsamoro Autonomous Region.

The pilot areas where ALS is currently being implemented are included in the first phase of the nationwide implementation.

The present IATF-EID ALS guidelines will stay in place and maybe altered without the President’s consent, according to EO 151.

All regions where alert levels will be implemented will be subject to the criteria.

The IATF-EID has directed the National Task Force Against Covid-19 National Vaccines Operations Center and the Department of Information and Communications Technology to facilitate the provision of daily vaccination data, including details about target population and vaccination coverage per priority group, in order to have a “accurate” assessment in placing areas under Alert Level 1, Roque said.

He also stated that the Small Technical Group on Safety Seal has been entrusted with finalizing the list of “3Cs” (closed, crowded, and close-contact) facilities that will be included in the Safety Seal metric for the de-escalation of Alert Level 1.

“LGUs (local government units) are also ordered to inventory the total number of 3Cs establishments and the number of 3Cs establishments with Safety Seal,” he added.

In the meantime, Roque reported that the recommendation to enable group activities for fitness studios, gyms, and places for non-contact exercise and sports in areas under Alert Level 2 has been granted.

He also stated that the IATF-EID has embraced the suggested criteria for the Technical Education and Skills Development Authority’s restricted face-to-face training and evaluation program (TESDA).

“As a result, TESDA is permitted to conduct training and assessment in locations with Alert Levels 4 to 1, according to minimal public health standards and venue capacity ranging from 50% to 100%.” Under Alert Level 5, however, no face-to-face activity is permitted,” he warned.

In all places not yet covered by the ALS, the present criteria for implementing the nationwide community quarantine remain in effect.

According to Roque, the IATF-EID has also approved the reduction of quarantine status in the Mountain Province from November 16 to 30 to regular general community quarantine.
