President Rodrigo R. Duterte has signed bills giving water concessionaires Maynilad Water Services, Inc. and Manila Water Company, Inc. 25-year franchises.

On Friday, Malacanang declared the development and made copies of the laws available to the public.

Republic Act (RA) 11600, signed on Dec. 10, 2021, granted Maynilad a franchise to build, operate, and maintain a waterworks system as well as sewerage and sanitation services in Metro Manila’s west zone, which includes the province of Cavite.

Manila Water has been granted a franchise to operate in the east zone of Metro Manila and the province of Rizal under Republic Act 110601.

End-users will be billed and costs will be collected by the franchisees for water supply and sewerage services.

Concessionaires may also develop, finance, build, install, maintain, and operate water sources, including new raw water sources, such as deep wells, dams, aqueducts, tunnels, treatment plants, reservoirs, pump stations, and facilities for the transmission, conveyance, and distribution of water, such as pipelines, machinery, and other waterworks to supply water in the franchise area, for domestic, commercial, and industrial use, as their operations may require.

The grantees must upgrade, improve, or change their infrastructure, pipes, systems, and equipment in the public interest in order to offer efficient and dependable service at reasonable rates.

Tariffs, rates, and other charges must remain fair and reasonable to ensure economic sustainability and a reasonable return on investment, according to the law.

When the public interest in affordable water security needs it, the legislation allows the Metropolitan Waterworks and Sewerage System to approve an amendment to the concession agreement that extends its length up to the term of the franchise.

In addition, grantees must create job opportunities and accept on-the-job training.
