Collaboration with the French government to boost the dairy industry

Agriculture Secretary William Dar directed the National Dairy Authority (NDA) and the Philippine Carabao Center (PCC) to re-calibrate production strategies and seek aggressive tie-ups with the private sector on Wednesday, just two days after forging a partnership with the French government to boost cooperation in food security.

“The (dairy) sector has a lot of potentials, but it’s still a challenge at all levels.” But just because the difficulty exists does not mean we should get complacent and give up,” Dar said in a statement on Wednesday.

Dar believes that if investors take risks in the local dairy industry, the huge potential might be realized, stressing the need to rely less on importation.

According to the Department of Agriculture, the Philippines is a major importer of dairy products, particularly milk powder.

Local milk production climbed by 9.5 percent from 24.38 million liters in 2019 to 26.71 million liters in 2020, according to data from the Philippine Statistics Authority (PSA).

This, according to the DA, is due to an increase in dairy animals in the milk line, such as cattle, buffalo, and goats. Davao, Laguna, Bulacan, Bukidnon, and Batangas are the top milk-producing provinces.

Imports and exports of milk and dairy products, on the other hand, decreased. Imports of milk and dairy products fell 14% year on year to 2.163 billion liters from 2.516 billion liters.

The majority of the total dairy imported products in 2020 will be skimmed milk powder (about 1 billion liters).

Whey powder, liquid ready-to-drink milk, buttermilk powder, butterfat/dairy spread, cream, whole milk powder, and cheese were among the other dairy imports.

The PSA study also revealed an 18 percent growth in sectoral value, or PHP1.207 billion, from PHP1.023 billion in 2019.

“While milk output has increased noticeably, it is still insufficient to meet local demand.” Let us double down on our efforts, especially in terms of modernizing programs, using cutting-edge facilities, and forming partnerships with stakeholders like cooperatives, private farmers, government farms, milk dealers, and commercial processors,” Dar added.

“The recent signing of a joint statement between the Philippines and France will play a significant role in our efforts to strengthen the industry.” Both countries have agreed to make it easier for dairy producers and associations, agricultural and agri-food firms, as well as importers and distributors, to connect. Our local dairy farmers and cooperatives would benefit from a flourishing dairy industry, which will create sustainable markets for them,” he added.

Dar signed a joint proclamation with the French Ministry of Agriculture and Food on Monday, reaffirming its commitment to the dairy sector’s development.

The proclamation builds on the Philippines and France’s agreement to expand collaboration in the formulation of public policies in food security, notably in the dairy sector, through technical and economic partnerships between Filipino and French agri-food industry stakeholders.

Dar expressed his gratitude to France for the continuous cooperation between the two countries during the signing ceremony, which was done through video conference.

He also expressed his support for planned cooperation initiatives such as the implementation of a pilot project for integrated dairy sector development and the formal visit of a Philippine delegation to France to benchmark best practices that may be applicable to the Philippine dairy industry.

The two ministries agreed to “promote the joining of dairy producers and associations, agricultural and agri-food firms, importers and distributors of the two counties, and urge them to develop the potential for partnerships and commercial cooperation,” according to the joint declaration.
