House Bill (HB) No. 10576, also known as the Human Rights Defenders Bill, has been met with criticism by a civic organization, which claims it was intended to defend human rights violators such as communist terrorist groups (CTGs).

Hands Off Our Children (HOOC) said in a statement released on Thursday that if the bill is passed, CTG front organizations such as the Karapatan Alliance for the Advancement of People’s Rights and the National Union of People’s Lawyers, which defend CPP officials, will “defend” their distorted version of human rights.

“Every person of this country requires someone or a law to protect our human rights as citizens.” Is this, however, truly for the benefit of Filipinos, or is it merely to protect their own interests and agenda?” The HOOC statement was as follows:

“As parents of children who have been harmed by the CTG’s front organizations, aren’t we more equipped to be human rights advocates than those deceptive groups?” the statement continued.

The House of Representatives passed HB 10576, or An Act Defining the Rights and Fundamental Freedoms of Human Rights Defenders, Declaring State Responsibilities, and Establishing Effective Mechanisms for the Protection and Promotion of These Rights and Freedoms, on third reading on Monday, with 200 members voting in favor.

Representative Edcel Lagman of Albay’s 1st District stated the bill’s passage will put an end to suspected extrajudicial executions and harassment.

In a recent statement, the National Task Force to End Local Armed Conflict (NTF-ELCAC) condemned the bill as “dangerous” and potentially “unconstitutional.”

The bill would serve and protect the interests of terrorist organizations such as the CPP, New People’s Army (NPA), and National Democratic Front (NDF), according to NTF-ELCAC spokesperson for sectoral concerns, Undersecretary Lorraine Marie Badoy, and “open the floodgates of abuse and torment on our people by terrorists.”

“It will render the Anti-Terrorism Law, which the Supreme Court recently declared constitutional, impotent and toothless,” Badoy said.

According to HOOC, the bill’s authors are supposed to be public servants, but they also allowed CTGs to destabilize the government.

“Huwag na po tayo maging bulag sa katotohanan,” says the narrator. To prevent more victims, we need to uncover them,” the organization stated. “Kung hindi tayo kikilos, mas maraming pamilya at kabataan ang masisira ang buhay at kinabukasan (If we don’t act now, more families and youth’s lives and futures will be ruined).”

The United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist group.

The NDF was officially legally labeled as a terrorist group by the Anti-Terrorism Council on June 23, 2021, identifying it as “an integral and independent part” of the CPP-NPA, which was established in April 1973.
