The BSP will preserve the source codes for the May polls: Diokno

Officials from the Philippine central bank have assured the public that source codes for the May national and municipal elections will be kept secure at the Bangko Sentral ng Pilipinas (BSP).

BSP Governor Benjamin Diokno said the central bank has already kept source codes for four elections, conducted in 2010, 2013, 2016, and 2019, at a virtual event for the signing of the escrow agreement between the BSP and the Comelec on Monday.

“All source codes were stored in the vault of the BSP.” The BSP guarantees that the vault assigned to Comelec is secured by a series of metal locks and combination codes and that the keys to the metal locks, as well as the combination codes, are in the sole custody of Comelec officials, to ensure that the source code is not tampered with and remains unaltered, preserving the election’s legitimacy,” he said.

The Commission on Elections (Comelec) is required by Republic Act 9369, often known as the automated election law, to place the source codes in escrow with the central bank.

Sheriff Abas, the outgoing chair of the Comelec, reiterated that the source codes of the Automated Elections System (AES) are protected by the BSP and are not vulnerable to hacking.

“This escrow agreement we have with the BSP ensures that the source code will not be modified,” he stated following the signing. “This implies that the instructions to the machines and the system will not be changed.” “As a result, it just confirms that the source code, which they claim can be hacked, cannot be hacked.”

The Comelec has yet to decide when the source code would be handed over to the BSP for safekeeping, but executives from both offices have stated that the ceremony will be open to the media.

Diokno stated that the central bank is “prepared and ready to take such deposit” once more, citing the need to safeguard the source codes for future elections.

“The BSP firmly supports and looks forward to the next elections being conducted with the highest level of integrity, for the benefit of all Filipinos,” he said.

BSP chief counsel lawyer Elmore Capule stated the source code would be stored in a secure vault beneath the central bank premises during the same ceremony.

“As a result, it’s already a secure location, which is why the law specifically mandated that the BSP have custody.” So we’ll just use our standard processes for safeguarding sensitive materials like source code. “The BSP will not do anything else,” he stated.

Comelec Commissioner Marlon Casquejo stated that the results of the May 9 polls will accurately reflect Filipinos’ actual wishes.

“It is for this reason that, for the fifth time, the Comelec is working with one of its most trusted partners, the BSP, to safeguard the AES source codes,” he said during the signing ceremony.

“With the BSP and the Comelec working together, there is no doubt that the credibility and security of the national and municipal elections in 2022 will be maintained and never jeopardized.” In accordance with the Constitution, the Comelec would use all available tools to ensure that the election results reflect the true will of the Filipino people,” he added.

Changes to the schedule

Meanwhile, the polling organization changed the dates for voter name verification, certification of the Posted Computerized Voters Lists (PCVL), and posting by the Election Registration Board.

The verification of names and certification of the PCVL was postponed from February 3 to no later than March 24 under Comelec Resolution No. 10758.

Due to a delay in the supply of continuous forms, A4 size sheets, and printer toners, the publication of the verified and certified PCVL was moved from February 8 to no later than March 29.
