According to Malacanang, President Rodrigo Roa Duterte already has a shortlist of potential appointees to replace three exiting Commission on Elections (Comelec) members, including chairperson Sheriff Abas.

Duterte appreciates the significance of naming successors to Abas and commissioners Rowena Guanzon and Antonio Kho Jr. “as soon as practicable,” according to Cabinet Secretary Karlo Nograles, who is also the acting presidential spokesperson.

“Of course, iyong depende rin po sa pagko-confirm doon sa Commission on Appointments, depende po iyan sa Kongreso (Of course, the confirmation will be dependent on the Commission on Appointments, it will be dependent on Congress) on how quickly they can confirm the appointment,” Nograles added.

The three Comelec officials will formally resign on February 2, around three months before the national and local elections on May 9.

The President has sole authority to designate Comelec commissioners under the Philippine Constitution.

The appointees must be confirmed by Congress through the Commission on Appointments, where the public’s voice may be represented as “opposition,” aiming to prevent the nominations’ appointees from being confirmed.

The Commission on Appointments functions as “the people’s only check and balance.”
