
The Department of Social Welfare and Development (DSWD) has requested the release of social pensions for the elderly every quarter.
The House of Representatives is requesting the Department of Social Welfare and Development to release elderly citizens’ monthly social pensions quarterly rather than on a semester basis.
During Tuesday’s plenary session, the House passed House Resolution 2276, emphasizing the importance of providing financial help to older residents as quickly as possible in the wake of the coronavirus disease (Covid-19) pandemic.
One of the resolution’s writers, Deputy Speaker Rufus Rodriguez, stated that a six-month period for distributing the social pension to destitute older citizens may be more damaging than responsible.
“Withholding or delaying important medicines from citizens, particularly the elderly, has the potential to exacerbate current medical issues,” Rodriguez added.
According to Rodriguez, a large segment of the working population lost their jobs as a result of lockdowns and quarantines in many parts of the country due to Covid-19, depriving, especially those from the poor sector, gainful employment and financial security, affecting elderly family members who rely on them for financial support.
“The elderly will be pushed into poverty by a lack of income or financial help, which, combined with a lack of access to safe, sufficient, and nutritious food, will result in hunger and malnutrition,” he stated.
The National Household Targeting System for Poverty Reduction is used to identify elderly beneficiaries, and the list is subsequently validated at the local level. Local Government Units (LGUs) also accept applications for the benefit at the Office of Senior Citizens Affairs (OSCA).
Those aged 60 and up who are sick, frail, or disabled, and who do not have a pension from the Government Service Insurance System, Social Security System, Armed Forces and Police Mutual Benefit Association Inc., or another insurance company, as well as no permanent source of income or regular support from their relatives, are eligible to apply.
The National Commission on Senior Citizens, the Union of Local Authorities of the Philippines, the League of Provinces of the Philippines, the League of Vice Governors of the Philippines, the League of Municipalities of the Philippines, the League of Cities of the Philippines, and the Liga ng mga Barangay will all receive copies of the resolution right away.
