21 judges have been assigned to the provinces of Central Luzon.
The Supreme Court stated on Tuesday that it has received President Rodrigo Duterte’s formal appointment of 21 new justices in Central Luzon.
The appointments were made to fill vacancies in RTCs, MTCs, and municipal trial courts in cities (MTCCs) in the provinces of Bulacan, Nueva Ecija, Pampanga, and Tarlac.
Elenita Alviar (RTC Branch 121, Mecauayan), Lyn Gonzales (RTC Branch 120, San Jose Del Monte), Christina Barroga (MTC, Bocaue), Gail Avila (MTC, Guiguinto), Alvin Lobo (MTC, San Miguel), Emmanuel Benedict Evangelista (MTC, San Rafael), and Gladys Pinky Machacon have all been appointed to Bulacan courts (MTCC Branch 2, San Jose Del Monte).
Carlo Emmanuel Ong (MTC, Cuyapo), Peter Kate Maningas (MTC, Guimba), Norma Ramos (MTCC, Gapan), January Mari Garcia (RTC Branch 25, Cabanatuan City), Rosita Torres (RTC Branch 31, Guimba), and Virgin Rose Sharon Encomienda (RTC Branch 25, Cabanatuan City) were all appointed in Nueva Ecija (RTC Branch 32, Guimba).
Hermielita Meneses (MCTC, Sto. Tomas-Minain), Alvin Bautista (MTC, Magalan), Esmeralda Morada (MTCC Branch 2, Angeles City), and Francis Victor Soriano (MTCC Branch 2, Angeles City) were the new appointees in Pampanga (MTCC Branch 3, Angeles City).
Elmira Caisido (RTC Branch 58, Camiling), Zulieca De Vera (MCTC, Sta. Ignacia-Mayantoc-San Clemente-San Jose), Karina Kristy Guballa (MTC, Paniqui), and Eric Voltaire Pablo were all appointed to Tarlac courts (MTCC Branch 2, Tarlac City).
The President appoints members of the judiciary based on a list presented by the Judicial and Bar Council, which is overseen by the Supreme Court.
President Duterte also signed Republic Act No. 11459, or the Judges-at-Large Act, in 2019, which created 100 jobs for RTC judges at-large and 50 places for MTC judges at-large.
The proposal is intended to handle a large number of ongoing cases in subordinate courts, which totaled 546,182 in RTCs and 160,153 in MTCs as of 2018.
Judges-at-large does not have permanent salas and may be assigned as acting or assisting judges by the Supreme Court.
