Government efforts appear to be promoting calm Cordillera elections.
Various government programs in the Cordillera Administrative Region (CAR) are considered as contributing to calm elections in the area, according to the region’s top cop.
“Ang sitwasyon ngayon sa region iba na ang iba na ang iba na ang iba na (the situation in the region is different). Many of the insurgents who contribute to the problem of law and order have surrendered, while others remain committed to peace “Brig. Gen. Ronald Lee of the Police Regional Office-Cordillera (PROCOR) said in a press conference.
Far-flung communities that were previously inaccessible have been given farm-to-market roads, allowing residents to access government services and bring their products to market, he said.
Several firearms were also surrendered and confiscated, he claimed, as part of the ongoing “Oplan Katok” effort.
According to Lee, there are now no active private armed groups (PAGs) operating anywhere in the region that have been linked to political killings and injuries in previous elections.
Meanwhile, PROCOR information officer Capt. Marnie Abellanida noted that government programs in the region had brought in jobs, deterring unemployed people from doing “hitman” jobs.
“But hindi tumutuloy namo-monitor sila na mga dating understudy or connected sa dating mga member ng PAGs. What if ka ba naman papasok sa ganung trabaho kung may pagkakakitaan ka ng maayos? If you have a legitimate, decent career, why would you get into that line of work? “he stated
According to the most recent statistics released to the media, 58 of the region’s 75 towns and two cities are classified as “green” places under the Commission on Elections’ areas of concern color coding methodology.
Meanwhile, 11 areas are classified as “yellow,” six as “orange,” and two as “red.”
Green areas have no security concerns and are generally peaceful and orderly, whereas yellow areas have a history of election-related incidents in previous elections, the possible employment of partisan armed groups, the occurrence of politically motivated election-related incidents, and have previously been declared under Comelec control.
Meanwhile, orange denotes areas of immediate concern where a serious armed threat exists, while red denotes areas of grave concern that exhibit a combination of yellow-category factors as well as serious armed threats, which may warrant a motu proprio (stand-alone) declaration of Comelec control.
