For job aid, the Department of Labor will prioritize locations with high alert levels.

MANILA, Philippines โ€” The Department of Labor and Employment (DOLE) announced on Wednesday that it is ready to give job help under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced (TUPAD) program to communities that have been placed on high alert due to the coronavirus epidemic.

“We’ll continue to look into places that may or may not go to a lower alert level, and then we’ll refocus our efforts there.” They could (not) go about their daily economic activity in comparison to locations where the economy is relaxed. So that will be the first thing DOLE does to emphasize on those regions that require it,” said Ma. Karina Perida-Trayvilla, director of the agency’s Bureau of Workers with Special Concerns (BWSC), in a virtual conference.

Trayvilla further stated that the number of TUPAD recipients per region will be reviewed.

“If there is a need to amend or alter the numbers we assigned per region, we will look into it.” We’ll keep an eye on it, depending on the situation,” she continued.

Meanwhile, Trayvilla voiced the expectation that Metro Manila would be placed under the most relaxed Alert Level 1 status as soon as possible.

“All we can do now is hope and pray that we will reach this level, while we work toward the reopening of the economy.” Of course, if such is the case, we must emphasize TUPAD deployment in places that do not currently have the alert status, as I previously stated. She went on to say, “We need to shift our cash there.”

Metro Manila and the rest of the country are on Alert Level 2 till the end of February, with the exception of Davao de Oro, Davao Occidental, Guimaras, Iloilo City, Iloilo province, South Cotabato, and Zamboanga City, which are on Alert Level 3.

The Metro Manila Council overwhelmingly proposed that the region be placed on Alert Level 1 starting in March.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) will discuss the issue during its meeting on Thursday.

Qualified beneficiaries are assigned jobs by the local government under TUPAD. Workers are compensated in cash to assist them in dealing with the pandemic’s dilemma.

The salary is calculated using the region’s current minimum wage and is sent via a money remittance service provider.

Meanwhile, the Department of Labor and Employment (DOLE) stated that it had no involvement with Pasig City’s TUPAD program.

“We are deeply saddened by the turn of events at a venue intended for applicants for the TUPAD program, which should have been properly administered and managed by the Local Government Unit of Pasig City,” the agency said in a statement after Tuesday’s application activity in the city devolved into a riot due to confusion.

It also recommended LGUs undertaking TUPAD projects with their own finances to acquire DOLE approval before to doing so to guarantee that the program’s guidelines are followed.

“We want to emphasize that the TUPAD is not only one of the Department of Labor’s flagship programs for the vulnerable and marginalized, but it is also a registered service mark of DOLE, as evidenced by a Certificate of Registration issued by the Intellectual Property Office.” The registration “serves as a reminder to the public that DOLE reserves the right to prohibit anyone from using identical marks to the TUPAD,” according to the agency.

In addition, the department urged its partners, particularly local government units, to put in place adequate control mechanisms to maintain peace, order, and safety during the TUPAD program’s execution.

The city government of Pasig has issued an apology for the event.
