Solon is requesting a special session to address the suspension of the fuel excise tax.

MANILA, Philippines — On Thursday, a member of Congress from a minority party called for a special session of Congress to pass proposals that would lower or eliminate excise duties on oil goods.

Speaker Lord Allan Velasco and Senate President Vicente Sotto ll should endorse President Rodrigo Roa Duterte House Deputy Speaker Mikee Romero’s proposal to hold a special session on the matter, according to Anakalusugan Rep. Mike Defensor. This week marks the eighth time in a row that fuel price hikes have taken effect.

“I agree with my colleagues’ proposal. “In the wake of skyrocketing gas costs, which have now escalated by more than PHP20 per liter due to the Covid-19 outbreak and the heightening tensions between Russia and Ukraine and its western supporters,” Defensor added, “We must move quickly to bring assistance to our people.”

He believes that Congress should not wait for mass protests or threats of crippling transportation and labor strikes before suspending or eliminating fuel taxes in order to lower gasoline costs at the pump.

“We don’t have control over the growing situation in Russia-Ukraine,” Defensor stated, “but we do have control over the taxes we put on our people.”

He warned that if combat breaks out, the price of crude oil on the world market and fuel costs would “skyrocket,” saying that tensions had driven crude oil prices to about USD100 per barrel, up from USD60 last year.

According to the Constitution, the President has the authority to call a special session of Congress at any moment during its adjournment.

“President Duterte may be waiting to hear from our congressional leaders on the proposed special session to lower oil taxes and petrol prices. After all, it was the legislature who imposed and even increased these taxes,” Defensor pointed out.

House Bill No. 10411, introduced by Defensor, seeks for the suspension of the increase in oil levies under the Tax Reform Acceleration and Inclusion (TRAIN) Law until December 31, 2024.

He claimed that eliminating fuel levies will lower pump costs by PHP6 per liter for diesel, PHP10 for gasoline, PHP5 for kerosene, and PHP33 for liquefied petroleum gas for each 11-kilogram cylinder.
