MANILA – Vaccination cards for the Coronavirus Disease 2019 (Covid-19) are no longer necessary to enter malls in Alert Level 1 locations, according to a Department of the Interior and Local Government (DILG) official.

Vaccination cards are only necessary in facilities classified as 3Cs (closed, crowded, close-contact), according to DILG Undersecretary Jonathan Malaya.

“In theory, you don’t have to show your immunization card when you enter a mall.” “You only need to show it if you’re going to a restaurant, spa, movie theater, or other comparable facility classed as 3C (closed, crowded, close-contact settings),” Malaya stated in a television interview.

Malaya, on the other hand, stated that several malls in Alert Level 1 locations still require visitors to show their vaccination cards before being admitted.

“It’s something people want to do,” he continued, “and I don’t see anything wrong with it.”

Malaya promised that the DILG will talk to the local government units about the issue (LGUs).

“Hopefully, we’ll be able to meet with them shortly to clarify that the requirement for the presentation of a vaccination card only applies to 3C establishments, not necessarily the mall where that establishment is located,” he said.

The National Capital Region and 38 additional locations were placed on Alert Level 1 by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) from March 1 to 15.

The IATF stated that there are no restrictions on indoor and outdoor capacities at Alert Level 1. Everyone, regardless of age or comorbidities, can travel intrazonally and interzonally.

All establishments, people, or activities are also permitted to operate, work, or engage in activities up to the total on-site or venue seating capacity, as long as they meet minimal public health standards.

Meanwhile, face-to-face classes for primary education must be approved by the President’s Office first.
