The MMC policy vs. the unvaccinated is reasonable,’ according to the DILG.

The Department of the Interior and Local Government (DILG) said on Monday that a policy of the Metro Manila Council (MMC) urging local government units (LGUs) in the National Capital Region to pass ordinances for enhanced restrictions on unvaccinated individuals is proper and fair.

The DILG, according to Interior Secretary Eduardo Ano, completely endorses the MMC’s resolution that the unvaccinated should stay at home and be denied entry to restaurants and other public places.

“In the Intensive Care Unit, 80% of the patients are unvaccinated. In a statement, he stated, “It is only proper and reasonable for the MMC to enact such a policy.”

He believes that vaccination, in combination with rigorous adherence to minimum public health standards (MPHS), will allow authorities to control the spread of the Delta and, most likely, Omicron strains.

“It is only proper that only vaccinated individuals be permitted unfettered mobility to guarantee that NCR residents and workers are safeguarded from communal illnesses,” he stressed.

DILG spokeswoman Undersecretary Jonathan Malaya said the DILG “completely supports” the MMC decision in the Laging Handa briefing, citing the mounting cases of Covid-19 and the threat of Omicron variant.

Malaya further stated that the DILG supports Metro Manila Development Authority (MMDA) Chairman Benhur Abalos’ announcement that unvaccinated personnel in the NCR will be required to take RT-PCR testing every two weeks at their own expense.

During the same press conference, Trade Secretary Ramon Lopez and Presidential Adviser for Covid-19 Response Vivencio Dizon praised Metro Manila mayors’ decision to restrict unvaccinated people’s mobility in the face of an increase in daily Covid-19 cases.

“We’d want to thank MMDA Chairman Abalos and the mayors,” Lopez added, “since they have limited the mobility of the unvaccinated to vital activities and given the privilege to those who have been vaccinated.”

He went on to say that because Metro Manila has a sufficient supply of vaccines, this step may encourage individuals to obtain their Covid-19 shots.

“This is critical because we know Omicron and (other Covid-19 strains) would specifically target those who have not been vaccinated,” Dizon said.

The Department of Health (DOH) announced on Monday that the country is once again categorized as “high risk” for Covid-19, with a two-week growth rate of 222 percent.

The Department of Health announced 4,084 additional cases today, bringing the total number of active Covid-19 cases in the country to 24,992.

“We’ve noticed that the Omicron version has spread around the globe. Cases are on the rise in the United States, Europe, and Asia. “We all know the Philippines will be hammered eventually,” Dizon remarked.

While the new Covid-19 strain poses a threat, he said that the recent holidays have contributed to the spread of infection in recent weeks, with basic public health measures no longer being followed.

He urged Filipinos to adhere to minimal health standards and acquire primary and booster vaccinations against Covid-19.

Meanwhile, Ao has asked the Philippine National Police (PNP) to assist local governments in the NCR in executing the 30 percent indoor and 50 percent outdoor capacity under Alert Level 3.

“I’ve also directed the NCRPO (National Capital Region Police Office) to conduct random inspections of all business establishments to ensure that the operational limitations are followed and that only those who have been vaccinated have access to restaurants, leisure establishments, malls, public transportation, and similar establishments,” he said.

Meanwhile, PNP chief Gen. Dionardo Carlos said the PNP is prepared to help local governments in implementing local requirements deriving from Metro Manila’s proclamation of Alert Level 3.

“This was a foregone conclusion for us.” The application of Alert Level 3 in the NCR will undoubtedly prompt local chief executives to establish guidelines in accordance with the IATF’s national procedure (Inter-Agency Task Force for the Management of Emerging Infectious Diseases). In a separate statement on Monday, Carlos said, “We expect more LGUs to declare soon.”

He instructed all police units to familiarize themselves with the local executive orders.

“Despite the LGUs’ authority to enforce their own laws and executive orders, the PNP will remain watchful in protecting human rights and civil freedoms that may be violated as a result of incorrect interpretation of these local statutes,” the PNP said. “The PNP will be flexible in order to defend human rights and ensure that the law is implemented equitably to everybody,” Carlos stated.
