The time has arrived to relax campaign rules: spox from the Comelec

MANILA, Philippines โ€” On Friday, a Commission on Elections (Comelec) official stated that the moment has come to modify campaign laws in areas where alert levels have been reduced.

Poll body spokesperson James Jimenez indicated in a televised appearance that they endorse Commissioner George Garcia’s proposal for more flexible campaign restrictions.

This, according to Jimenez, will allow candidates to communicate with a wider range of people and stakeholders, as well as ease the poll body’s preparations as the elections approach.

Resolution 10732 of the Comelec, which was adopted in November of last year, establishes norms and procedures for the poll campaign under the new normal caused by the Covid-19 pandemic.

In-person campaigning is permitted in areas designated as Alert 1, 2, or 3, however candidates or their campaign leaders must be accompanied by a maximum of five staff members in regions designated as Alert Level 2 and three staff members in areas designated as Alert Level 3.

Under Alert Level 1, there is no limit on the number of accompanying staff members for candidates.

In regions with Alert Levels 4 and 5, in-person campaigning is prohibited.

Under all alert levels, handshakes, hugs, kisses, going arm-in-arm, or any other action involving physical contact between the candidate, their companions, and the public are prohibited.

It also forbids taking selfies, photographs, and other similar activities that necessitate close closeness between the candidate and their supporters, as well as the general public. It is also forbidden to distribute food, drink, or anything of value.

In the meanwhile, on Monday, the Local Source Code Review (LSCR) Committee will walk through the data uploading process.

The ceremony will take place in the Comelec warehouse in Sta. Rosa, Laguna, at 2 p.m., and will be attended by local source code reviewers, stakeholders, and the media.

Keeping a neutral attitude

Meanwhile, the Philippine Armed Forces (AFP) issued a statement on Friday urging diverse parties to refrain from linking the military to any political party or goal.

In a message to reporters, AFP spokeswoman Army Col. Ramon Zagala said, “The AFP would like to appeal to diverse groups and individuals alike to avoid from referring the military organization to any political agenda.”

He further stated that the AFP is a non-partisan agency whose sole mission is to safeguard the people and the state.

“Prior to, during, and after the election season, the AFP leadership is adamant in urging its members not to engage in any partisan political activity,” Zagala stated.

Former Senator Antonio Trillanes IV previously stated that Vice President Leni Robredo is the most qualified for the presidency and that, as commander-in-chief, she is ready to implement reforms in the Armed Forces of the Philippines with the help of national security experts who are supportive of her.

Robredo, he continued, “has a clear plan” on national security and sovereignty problems.

Trillanes, a former Philippine Navy officer, said former senior members of the AFP and the Philippine National Police who are helping Robredo create security measures “are sensible and sharp” in an online discussion organized by 1Sambayan on Thursday.

“VP Leni is a terrific leader who also knows how to listen to her people. “She is receptive to expert advice,” Trillanes remarked.

The most essential thing, he continued, is that Robredo “is willing to make a decision in the midst of many difficulties and opposing viewpoints.”
