The Philippine National Police (PNP) stated Tuesday that Alert Level 3 has been raised in the National Capital Region (NCR) from January 3 to 15, putting a total of 16 localities in Metro Manila under granular lockdown.

According to PNP records, the Northern Police District has 14 areas under its control, while the Manila Police District and the Southern Police District each have one.

The number of locations under granular lockdown expanded from eight to twenty-seven across the country, including the NCR, Mimaropa, and Cordillera regions.

Maj. Gen. Vicente Danao Jr., Chief of the NCR Police Office (NCRPO), reiterated his call for stricter implementation of guidelines and health protocols to combat the spread of the coronavirus disease 2019 (Covid-19) in the communities, particularly in light of the rising number of cases and the Omicron variant.

In a statement, Danao stated, “We will be severe in the application of laws and ordinances to protect our population from this deadly virus.”

After reporting only one open case on December 27 last year, the NCRPO now has 14 active cases as of January 2.

In addition to the NCR, the provinces of Rizal, Bulacan, and Cavite have been placed on Alert Level 3 due to an increase in Covid-19 cases in these areas.

Under Alert Level 3, some activities will be permitted with a 30 percent indoor venue capacity and a 50 percent outdoor venue capacity, provided that all personnel is properly vaccinated.

Face-to-face or in-person basic education classes; contact sports, except those conducted under the bubble-type setup; funfairs/carnivals and kid amusement industries; venues with live voice or wind instrument performers and audiences; casinos, horse racing, cockfighting, and operation of cockpits, lottery and betting shops, and other gaming establishments; and gatherings in residences with individuals not belonging to the same household will be prohibited.

Quarantine hotels are randomly inspected.

Interior Secretary Eduardo Ao authorized Philippine National Police Chief Gen. Dionardo Carlos to conduct random inspections in quarantine hotels on Monday to see if all people in isolation are following the health procedure.

Carlos stated that the police will ensure that health regulations are properly followed, particularly in places where the Alert Level 3 status is in effect.

“Because there is an order from the DILG, this will provide the PNP the power to enhance our inspection of these establishments.” These unannounced inspection rounds will be undertaken at random to identify which establishments are following Public Health regulations. Let this serve as a reminder that during this health emergency, there is no room for complacency,” Carlos said in a press statement on Tuesday.

Gwyneth Anne Chua, a returning Filipino traveler from the United States, was able to bypass quarantine protocols at Berjaya Hotel and attend a party a day after her arrival, prompting Ao’s decision. After testing positive for Covid-19, she infected several additional partygoers.

“We feel that police visibility will be useful in monitoring how to quarantine hotels accommodate their customers who are compelled to isolate while waiting for the required number of quarantine days to be completed,” Carlos stated.
