Roque wants owners to be held liable for dog bites.

MANILA, Philippines — UniTeam senatorial candidate Harry Roque stated he would advocate for legislation making dog owners accountable for bites during Rabies Awareness Month.

When he was a congressman, Roque introduced House Bill No. 5965, titled “An Act in Relation to Owner’s Liability for Dog Bites,” and vowed if elected, he would reintroduce the bill in the Senate.

Rabies is a vaccine-preventable viral disease, but it kills about 59,000 people in the Philippines every year.

Rabies is a public health hazard, according to the Department of Health (DOH), and is one of the most acutely deadly illnesses, killing at least 200 Filipinos per year.

Dogs are responsible for 99 percent of all rabies transmissions, according to the World Health Organization (WHO).

These figures are “unacceptable,” according to Roque because rabies is a neglected disease that is 100% preventable.

He claims that the bill makes dog owners liable for damages in order to encourage them to behave responsibly while putting their dogs out in public and enabling interactions between their dogs and others on their land.

According to Roque, the measure is designed to lower the number of serious injuries caused by dog bites while also preventing the transmission of rabies.

According to the bill, any person attacked by a dog whether in a public place or legitimately in a private area, including the dog owner’s property, is liable for damages.

“A person is lawfully on such an owner’s private property when he or she is on such property in the fulfillment of any duty imposed on him or her by law, or when he or she is on such property upon the owner’s express or implied invitation,” the bill stated.

The Department of Health has previously initiated a campaign to boost the rabies prevention campaign in order to avert unnecessary rabies deaths.

The campaign emphasizes responsible pet ownership and the availability of vaccines at well-established Animal Bite Treatment Centers.

The government has made significant progress in eliminating rabies, according to DOH Secretary Francisco Duque III, particularly in the Visayas area, where a number of provinces have been proclaimed rabies-free.
