In mid-May, a new number coding technique will be implemented.

MANILA, Philippines — By the middle of May, the Metropolitan Manila Development Authority (MMDA) will start the new version of its unified vehicle volume reduction program (UVVRP), also known as number coding.

MMDA Chair Romando Artes said during a Laging Handa briefing on Tuesday that the proposal for the new number coding scheme has been presented to the Metro Manila Council, which is made up of the 17 mayors of the National Capital Region (NCR), and that a decision is expected after Holy Week.

According to him, the new number coding technique is intended to cut vehicle volume by 40% during rush hour, but only between 5 and 7 p.m.

“From moderate to heavy, ini-expect po natin iyong mga pangunahing lansangan natin to have light to moderate lamang at magpapabilis po ng daloy ng trapik,” Artes said.

Most motorists should be able to reach home earlier on days when their vehicles are not restricted under the new plan, he said, while still being able to use their vehicles outside of rush hours when they are barred.

“Magagamit ninyo pa po iyong oras na iyan na instead of getting caught in traffic, makakagawa pa po kayo ng errands at makakapag-overtime sa trabaho,” Artes remarked.

The MMDA recommended two alternative types of number coding schemes in March: a 50% volume reduction plan and a 40% volume reduction plan.

The MMDA would ban automobiles during rush hours for two days a week, based on their license plates, under the 40 percent volume reduction strategy.
