
On May 7, the final testing of Capiz’s vote-counting devices will take place.
CITY OF ILOILO – On May 7, two days before the nationwide elections, all 906 vote-counting machines (VCMs) to be used in Capiz will pass final testing and sealing (FTS).
“(All VCMs) will be tested a few days before (May 9) to ensure that they are functioning properly and that the results are accurate. With this, we may begin voting at the start of voting hours on Election Day,” said lawyer Salud Milagros Villanueva, Provincial Election Supervisor for the Commission on Elections (Comelec) on Wednesday.
Members of the Electoral Board (EB) will conduct the FTS, which will be observed by poll candidates’ observers.
The Parish Pastoral Council for Responsible Voting (PPCRV) and the National Citizens Movement for Free Elections (NAMFREL) were also invited to join the FTS, according to Villanueva.
During the testing, 10 ballots will be manually validated, and the results will be compared to the machine’s results to guarantee that they are accurate.
“The machines will be re-zeroed and sealed,” she added, “so they will be ready to accept ballots on Election Day.”
In the event that the VCMs fail, they have technical support on the ground who can troubleshoot the situation, or they can contact their national office for assistance.
They also feature backup VCMs in case something goes wrong.
Apart from the FTS and the receipt of official ballots, Villanueva said the province is ready for the May 9 elections.
She also stated that the canvassing equipment is already placed in a hub that she could not reveal due to security concerns.
This week, the Comelec in Capiz will wrap up a series of refresher training sessions for the roughly 3,000 EB members and over 500 Department of Education Supervisor Official (DESO)-technical support employees who will be on the ground during the elections.
There are 529,079 registered voters in the province, with 906 clustered precincts spread among 464 voting locations.
She claims that the province has had an average turnout of around 80% in previous elections.
