All but one of the 173 canvass certificates were completed by NBOC.

MANILA – The Commission on Elections (Comelec), acting as the National Board of Canvassers (NBOC), canvassed 172 out of 173 Certificates of Canvass (COCs) from local and foreign voting a week after the national and municipal elections on May 9.

Commissioner George Garcia stated in a press conference on Monday that the only one left is the COC of Lanao del Sur, which would conduct special polling in 47 clustered precincts in 14 villages in Butig, Bindayan, and Tubaran.

On May 24, extraordinary elections will be held in twelve communities in Tubaran, but the Comelec has yet to determine a date for Butig and Bindayan.

Actor Robin Padilla remained in first place in the senate race with 26,491,176 votes, according to the latest National Tally Sheet provided by the NBOC on Monday night.

Antique Rep. Loren Legarda is expected to return to the Senate after securing second place with 24,180,823 votes, followed by broadcaster Raffy Tulfo with 23,342,613.

Senator Sherwin Gatchalian received 20,545,327 votes; former Sorsogon Governor and returning senator Francis Escudero received 20,239,033 votes; former Public Works and Highways Secretary Mark Villar received 19,400,167 votes; former House Speaker Alan Peter Cayetano received 19,260,370 votes; Senator Miguel Zubiri received 18,661,089 votes; Senator Joel Villanueva received 18,438,664 votes; former senator JV Ejercito received 15,

They will be declared on Wednesday, with no official ranking, pending the results of the elections in Lanao del Sur.

On the other hand, party-list groups that have won at least one of the three seats allowed will be declared on Thursday, led by ACT-CIS (2,102,828 votes, or 5.79 percent of total votes).

1 Rider Party-list received 999,608 votes; Tingog received 884,595 votes; 4PS received 834,345 votes; Ako Bicol received 815,849 votes; and Sagip received 774,075.

So far, 36,258,714 votes have been cast in favor of the party-list system.

According to the law, organizations that garnered at least 2% of the total votes cast are entitled to one seat in Congress.
