
Night differential compensation is funded by agencies: DBM exec
MANILA – Government agencies have the finances for night differential pay for their employees, but if they don’t, the funds will come from the national budget, according to a Department of Budget and Management (DBM) official.
During the Public Briefing televised on PTV4 on Thursday, DBM Organization, Position Classification, and Compensation Bureau Director Gerald Janda stated that government entities must obtain cash for this expense from their Personal Services budget.
“If there is a deficiency, we will seek financing from the General Appropriations Act,” he said.
DBM will communicate with the office of Civil Service Commission Chairman Karlo Alexei Nograles to integrate Republic Act No. 11701, which offers state workers night shift differential pay, with DBM Budget Circular No. 8, which has the same policy, according to Janda.
Government workers who work beyond their regular schedule of 6 a.m. to 6 p.m. or who need to put in extra work from 6 p.m. to 6 a.m. the next day will be eligible for the pay, according to him.
He did clarify, however, that state worker who is on call 24 hours a day, seven days a week are not protected by this wage arrangement.
“When an employee working a regular night shift falling between the hours of 6:00 pm and 6 am renders services in excess of the regular 8-hour night shift, the excess hours shall be compensated in accordance with the rules and regulations of overtime compensation,” according to section 5.3 of DBM BC No. 8.
Janda stated that they have received a copy of RA No. 11701 and would contact the CSC to have the law’s recommendations issued as soon as possible.
