Manila: Participatory governance was a focus of President Rodrigo R. Duterte’s administration, stated DILG Secretary Eduardo Ano.

Democracy reached its peak during the President’s term when people’s concerns were acknowledged and met and they were involved in improving their lives and charting their future. People’s engagement in governance wasn’t a rhetoric or empty promise. He said this at the Duterte Legacy Summit in Pasay City.

In the previous six years, he said, multiple national government departments “collaborated” to reach out to residents and address their complaints “adequately and immediately.”

Ano stated this milestone was attained through “participatory governance cluster,” highlighting the people’s active involvement in the government’s effective and speedy public service delivery.

“This is how President Rodrigo R. Duterte’s government engaged Filipinos in governing and fixing their problems,” he stated.

Ano observed that Duterte has a plan to improve the public’s relationship with the government and achieve effective governance.

DILG and its partners implemented “governance reforms” to increase openness and accountability in government to “guarantee an effective public service in conjunction with the people.”

Ano said Hotline 8888 addresses complaints about government agencies that don’t deliver timely services.

From 2018 to 2021, government entities received and handled more than 2.5 million complaints, reducing red tape and corruption.

The “Emergency 911 Hotline,” he added, allowed the public a way to reach government organizations amid natural or man-made disasters.

He also acknowledged that “Dagyao Town Hall” meetings in many localities gave citizens a closer way to voice issues to the government.

Ano stated the administration continued Dagyao Town Hall sessions during the Covid-19 pandemic to promote citizen-government interactions.

He stated the administration strengthened “participatory governance” to combat insurgency and communism, which have spread misinformation, fear, and terror in the country for five decades, especially in “conflict-affected neighborhoods.”

Through the retooled community assistance program, Ano stated the government listened to the community’s needs, worries, and goals and “gave the correct financing and programs for their requirements.”

He added the President ordered all executive branch agencies to give public access to information to enhance transparency and accountability.

“As of date, 61,903 inquiries to the freedom of information portal have been responded to by concerned agencies,” he stated.

Ano acknowledged that LGUs are monitored “on how they manage and use public cash.”

“We are also working on the immediate passage of the freedom of information bill to encompass all three levels of government,” he said.

Among the DILG’s priorities is holding LGU officials accountable for unlawful conduct, he said.

Ano commended the people’s crucial role as watchdogs who kept local authorities from abusing their position and ensuring they followed their sworn obligations as public servants.
