The Department of Foreign Affairs (DFA) has expressed its displeasure with Julian Felipe’s return of 100 Chinese boats.

MANILA, Philippines β€” The Department of Foreign Affairs (DFA) announced on Thursday that 100 unauthorized Chinese vessels had returned to Julian Felipe Reef.

The swarming happened two months ago, according to the agency, leading officials to file a new diplomatic protest on April 4, only a year after the initial note verbale on March 21, 2021.

According to the Department of Foreign Affairs, Julian Felipe Reef is a low tide elevation within the territorial waters of significant high tide features in the Kalayaan Island Group, including Chigua Reef, over which the Philippines holds jurisdiction.

“The illegal presence of Chinese fishing and maritime vessels in the region is not only illegal but also a source of instability,” it stated.

“The continued swarming of Chinese vessels is in violation of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the final and binding 2016 Arbitral Award,” the statement added.

According to the DFA, China’s return of the warships is a violation of its responsibilities under the 2002 Declaration on the Conduct of Parties, which calls for self-restraint in the South China Sea.

“The Philippines regrets China’s violation of international law just days before the successful April 8, 2022 telesummit between President Rodrigo R. Duterte and Chinese President Xi Jinping, in which the two leaders reaffirmed their commitment to resolve issues of mutual concern through peaceful dialogue and exercise restraint in all endeavors relating to the South China Sea,” the DFA said.

The DFA restated its earlier demand that Beijing follows international law, cease and desist from illegal and irresponsible behavior, and evacuate all of its warships from Philippine maritime zones forthwith.
