BI highlights enhanced services as a Duterte legacy
According to a report released by the Bureau of Immigration (BI) on Thursday, Rodrigo Roa Duterte’s administration greatly improved the agency’s services.
Commissioner Jaime Morente cited the bureau’s many accomplishments in his transition report, along with ongoing plans and initiatives.
He said that they had revamped and continually rotated all workers employed at the Ninoy Aquino International Airport in order to eradicate inconsistencies (NAIA).
According to Morente, essential units were assigned to reorganize airport operations and act as an additional layer of auditing and checks and balances for airport staff.
Additionally, he made sure that people development was given top priority and worked to enhance employee wellbeing, particularly during the epidemic.
As front-line personnel, “BI employees received Covid-19 vaccines and were given medical care,” Morente stated.
He said that under the Duterte administration, the BI’s personnel was maximized with the hire of 200 contractual workers for its ongoing daily operations around the country and the filling of 2,058 out of 2,764 plantilla jobs.
The BI established the Planning and Policy Division to manage the bureau’s strategies and programs and the streamlining of all BI operations to encourage the convenience of conducting business as part of organizational improvement efforts.
In order to assure the effective provision of immigration services, manuals have also been prepared, according to Morente.
He said that the increased revenue of the Bureau as a result of these upgraded systems. The BI reported its greatest income of PHP11.9 billion before the pandemic, which suggests that more foreign nationals have obtained visas to stay in the country legally.
The Presidential Communications Operations Office recognized BI for its efforts to inform the public for three years in a row.
A helpful resource for addressing the public’s questions and concerns was Morente’s brainchild, the Facebook page Immigration Helpline PH, which acted as a direct channel of communication between the public and the Commissioner.
The 24th Asean Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of the Ministries of Foreign Affairs, conducted virtually in 2021, was the largest international exchange and activity in which the BI has participated.
In addition, Morente noted that “the Bureau has been quite aggressive in apprehending and deporting thousands of illegal aliens who violate immigration rules.”
Many of the detained were involved in illegal trade, online gambling, telephone fraud, or overstaying their welcome.
“We have also stepped up our anti-terrorism efforts, particularly in the southern region, and made sure that we covered all our bases by designating regional intelligence directors to keep an eye out for reports of unwelcome and illegal immigrants in their respective regions. As the BI strives to realize its objective of offering the best, most exceptional, efficient, effective, and innovative public service, I hope that it will continue on its path of improvement in the years to come.
For six years running, the US State Department’s Trafficking in Persons Report has given the Philippines Tier 1 designation.
“The BI has consistently campaigned against human trafficking and illicit recruiting as a member of the Inter-Agency Council Against Trafficking. The Philippines is one of four countries in Asia to receive this grade, making it the first in Asean, according to Morente.
The establishment of the BI appointment system, the installation of high-definition CCTVs, the linking of systems to other organizations like the Philippine Overseas Employment Administration and Interpol, and the implementation of the e-gates, which are man-free counters that allowed faster processing for arriving Filipinos, are all part of the effort to modernize the BI’s systems, he continued.
The launch of the Advance Passenger Information System, which would allow the BI to expedite the security screening of international travelers, was also emphasized in the study.
