
A legislator calls for adequate funds to combat human trafficking.
Senator Win Gatchalian urges the government to allocate more cash for its campaign against all types of human trafficking, including online exploitation or sexual abuse of youngsters (OSAEC).
Gatchalian noted a nearly 35% reduction in the proposed 2023 National Expenditure Program’s budget for anti-trafficking in-person enforcement, from PHP90 million in the 2022 General Appropriations Act (GAA) to PHP59 million (NEP).
“Human trafficking is an obvious threat to our nation. In a news release on Sunday, Gatchalian stated that it was still going on.
Gatchalian questioned the Department of Justice (DOJ) about whether the budget cut would affect the Philippines’ Tier 1 ranking under the United States Department of State’s Anti-Trafficking in Persons Report for 2022, which the Philippines has maintained since 2016. This was during a recent Senate Committee on Finance hearing on the proposed 2023 budget of the DOJ and its attached agencies.
Tier 1 nations have achieved the minimum requirements for eradicating human trafficking.
According to Undersecretary of Justice Nicky Ty, the country’s Tier 1 rating would be impacted by the budget cut.
The Expanded Anti-Trafficking in Persons Act of 2022, which Gatchalian co-authored and supported, must be funded and put into effect, he added.
This year, in June, the bill was signed. The Anti-Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act (Republic Act 11930), which expired in July, was also co-authored by Gatchalian.
The DOJ claims that these two laws will improve the government’s ability to combat OSAEC, human trafficking, and other crimes.
Ty nevertheless emphasized that the NEP eliminated the money for training, among other things.
The DOJ stated that it would require financing for the appointment of appropriate staff because the anti-OSAEC and CSAEM statute also requires the establishment of the National Coordination Center Against OSAEC and CSAEM under the Inter-Agency Council Against Trafficking (IACAT).
Gatchalian promised the DOJ that he would back the government’s campaign against human trafficking, adding, “If we can enhance the funding just a little bit more, so much the better.”
