After 15 days, public schools cannot serve as evacuation centers: DepEd
Sara Duterte, vice president and secretary of the Department of Education (DepEd), reaffirmed on Thursday that public schools might only be utilized as evacuating locations for 15 days.
In response to a question from Senate Pro Tempore Loren Legarda, Duterte remarked on the Senate Committee on Finance’s discussion of the DepEd budget.
“Research shows 63 percent of schools serve as shelters during evacuations. Being a disaster-prone country, I’d like to know about the learning conditions during disasters so that there is learning continuity, “said Legarda.
Duterte said that she just issued a department order telling DepEd field offices to forbid the use of public schools as evacuee camps for more than 15 days.
Duterte noted that the department has found that some schools are still being used as evacuation centers in the affected areas of Typhoon Odette and the landslide in Leyte. “I already raised this as well with the secretary of DILG (Department of the Interior and Local Government), so he can speak to LGU (local government unit) officials as well that this is the direction of the Department of Education,” he said.
Meanwhile, suppose a town doesn’t have an evacuation center and instead uses its public schools. In that case, teachers are told to employ an alternative form of instruction, according to DepEd Governance and Field Operations Undersecretary Revsee Escobedo.
Escovedo advised LGUs to refrain from using public schools as evacuation centers for more than three days.
He said that the recent Typhoon Karding’s evacuees in Nueva Vizcaya spent one to two days sheltering in public schools.
The DepEd and its affiliated organizations want to spend PHP710.658 billion overall in 2019 as part of the National Expenditure Program for 2023.
With increases in the Support to School and Learners Program as public schools restart in-person instruction, it is PHP77.3 billion or 12.2 percent more than its budget for 2022.
