DAR surpasses beneficiary objectives and settles more than 65% of cases.
In the first 100 days of President Ferdinand Marcos Jr.’s administration, the Department of Agrarian Reform (DAR) surpassed most of its goals.
Under Secretary Conrado Estrella III’s direction, DAR could assist 171,122 ARBs, or 123.33 percent of its aim, with training, support for their means of subsistence, and marketing.
Additionally, 1,070 agrarian reform beneficiary organizations (ARBOs) got training, while 55,626 agrarian reform beneficiary organizations (ARBs)โor 117.64 percent of its goalโwere given access to credit and microfinancing.
In addition, the DAR Adjudication Board (DARAB) cases at the provincial, regional, and national levels, except for the Agrarian Law Implementation (ALI) cases at regional levels and the Office of the Secretary, were resolved in 65 percent of cases, according to the DAR’s accomplishment report.
DAR carried out foreign-assisted and unique projects under the ARB Development and Sustainability Program, including 147 bridges with a total length of 7,423,201 meters under the “Tulay ng Pangulo para sa Kaunlaran” Project (TPKP).

As of September 30, the DAR judicial system had successfully settled 5,713 DARAB cases out of a total of 8,082 cases across the country, or 70% of them.
2,634 out of 4,517 ALI cases were successfully resolved, representing a 58 percent success rate.

Executive Order No. 75, signed in February 2019, instructs all government departments, bureaus, agencies, and instrumentalities to find state-owned properties that are used for agriculture or that are appropriate for it so that they can be distributed to eligible beneficiaries.
Landless veterans, college graduates with agricultural degrees, and retirees from the Philippine National Police and the Armed Forces of the Philippines are examples of qualified beneficiaries.
Executive Order No. 4, which gives a one-year moratorium on the loans of farmers who received lands under the Comprehensive Agrarian Reform Program, as indicated during the SONA in July, is another significant initiative that DAR is undertaking.
DAR and the Land Bank of the Philippines jointly signed Administrative Order No. 6 on September 28 to impose the moratorium.
